The Dangerous Substances and Explosive Atmospheres Regulations (DSEAR) require employers and the self-employed to protect employees, contractors and others from the risks from fires and explosions related to dangerous substances stored and used in the workplace. On Wednesday 29 May 2019, HSE is to run 1 day course on DSEAR – Gases and Liquids at its laboratory near Buxton, Derbyshire. This course explains the duties that DSEAR places on employers and the actions needed to comply with them. It focuses particularly on the assessment of risks and the application of controls to both minimise and mitigate those risks. The topics covered include: - The legal duties
- Assessing the risks from dangerous substances
- Controlling and mitigating the risks
- An introduction to hazardous area classification
- Area classification of laboratories
- An introduction to equipment for use in explosive atmospheres
DSEAR - Gases and Liquids is aimed at managers and supervisors of process plant and operations, where dangerous substances are used or stored, or safety specialists who need to understand how to manage the risks from dangerous substances within the framework of the DSEAR duties. The ability to assess and manage risks related risks can extend the life of ageing assets and enable investment in necessary repairs or replacement to be prioritised. Ultimately, the correct management of ageing assets helps to protect worker and sustain profitability. HSE is to run a 1 day course on 'Managing Ageing Assets – Creeping Changes, Data Trending and Experience from Incidents'. This will take place on Thursday 11 April 2019 at HSE's laboratory near Buxton, Derbyshire. This course addresses managing ageing assets in the high hazard industries, and any other industry that relies on equipment or technology. It will focus on three broad areas related to managing ageing plant: - identification of creeping changes
- management and trending of data and
- lessons learned from HSE's investigation of ageing plant incidents.
Aimed at safety professionals, engineers and managers who are responsible for managing ageing assets on their site, the course will cover how to identify creeping changes using a HAZID methodology that has been developed by HSE and will be published as guidance by the Energy Institute. On Thursday 2 May 2019, HSE is running a 1 day course on COMAH Compliance for Lower Tier Establishments at its laboratory near Buxton, Derbyshire. Designed for managers/supervisors of new lower tier COMAH establishments or anyone wanting to refresh their understanding of COMAH, this course identifies the COMAH duties for Lower Tier establishments and what needs to be done to comply with them. It also explains the duties that fall to the Competent Authority (CA) and Local Government. These substances include flammable solids in the form of a finely divided dust which, if dispersed in the air, could lead to a serious fire explosion. Flammable dusts pose their own unique risks that differ from those posed by flammable gases and liquids. On Thursday 25 April 2019, HSE will run a 1 day training course on DSEAR: Controlling Dust Explosion Risks at its laboratory near Buxton, Derbyshire. This course provides advice on how to understand the hazards from flammable dusts and how the risks from storing and using these dusts can be managed so as to comply with DSEAR. DSEAR: Controlling Dust Explosion Risks is for managers and supervisors of process plant and operations, where dangerous substances are used or stored. It's also aimed at safety specialists who need to understand how to manage the risks from dangerous substances within the framework of the DSEAR duties. The course is intended to allow them to act as an intelligent customer when commissioning work related to DSEAR.
